Administrative Principles Derived from the Holy Qur'an: A Comparative Study between Iraq and Egypt

Abstract

This study aims to identify administrative principles derived from the Holy Quran, using a comparative study of Iraq and Egypt. The descriptive, analytical, and comparative methods were employed. The study is divided into two sections: the first, entitled "Quranic Principles Governing the Occupation and Practice of Public Office," and the second, entitled "Quranic Principles Guaranteeing the Proper Functioning of Public Institutions, In conclusion, it was found that there is a noticeable convergence between the Iraqi and Egyptian administrative systems in drawing inspiration from Quranic principles governing public service, despite differences in legislative mechanisms. The researcher recommends benefiting from comparative legislative experiences between Iraq and Egypt to develop the administrative system in a way that achieves harmony between Quranic values and the requirements of modern public administration.
